Liu Xianfa

Liu Xianfa is the Vice President of China National Petroleum Corporation (CNPC) Advisory Center. Staffed with 80 talented and experienced experts including 3 Members of the Chinese Academy of Engineering, this Center is China’s top oil & gas, refining and petrochemical consulting firm, serving the CNPC management team, National Development and Reform Commission (NDRC) and other ministries for energy policy, strategic planning and major investment projects.

Having engaged in the energy sector for more than 20 years, Mr. Liu held various positions in university, China’s top oil companies and major governmental agencies. After receiving his MChE in 1989, Mr. Liu joined SINOPEC’s R&D Division where he was once dispatched to work in the US, and in a branch company as deputy GM. He transferred to the government in 1998 as a Deputy Director-General for petroleum and chemical policy and regulation, and then at SETC and NDRC responsible for energy efficiency and renewable energy. Among his duties, Mr. Liu leaded the making of China’s Tenth Five-Year Energy Conservation Plan, the Medium and Long Term Energy Conservation Plan in 2004, and a dozen of major international cooperation projects aided by the World Bank, the GEF, UNDP, UNDESA, the Governments of the US, France, Italy, Japan, the UN Foundation, and the Energy Foundation.

Mr. Liu has co-authored several books and articles on energy policy issues in Chinese. He is an executive member of China Energy Research Society, and China Petroleum Society.
